The death of a child whatever the circumstances is a tragedy. What I cannot get my head round is the fact that as she couldn't swim and had a fear of water why she felt the need to get near the water. Whether she was coerced is something we'll probably never know. But, as a former Coroner's assistant I know that all pathologists involved in the post mortem exam of a minor a thorough exam is conducted. A check if the surface of the body for marks, blood tests, then the internal exam of organs. These would have determined the cause of death. Obviously no alarm bells were sounded. Pathologist's are also open to scrutiny and a second autopsy would be ordered. In this case there was no second PM and the family were allowed to bury their daughter. I believe that the reaction to this set of unfortunate incident was probably borne from the BLM movement jumping on the bandwagon. .
