I'm surprised they were only planning (and allowed to have) just one test event - you'd normally run several scaling up to full capacity for both safety reasons (including testing emergency evacuation), training security and front of house staff and access and egress. Doesn't sound like a well run venue to me or that the authorities are supervising it properly. I suspect attendees at first few events will have a sub-optimal experience
