The issue is that nowhere in the text of the article re the said letter does the PM state a refusal to rule out anything, let alone charging re the CAZ? Is there a document, where it is clearly stated by the PM that he has refused to rule out a charging CAZ in GM?
The letter looks like a standard courtesy reply from a PM to a Metro Mayor. It looks to me the GM Mayor is trying to find further excuses to recuse his position re this debacle.

Where's the copy of the letter the PM sent to the Mayor stating the PM has refused to rule out a charging CAZ?
